The founder of Binance, Changpeng ‘CZ’ Zhao, has signed a memorandum of understanding (MOU) with the National Investment Agency of the Republic of Kirguistán (NIA). The main objective behind the last strategic association is to develop the country’s cryptocurrency and blockchain ecosystem.
The agreement, which was announced on April 3 by the president of Kyrguistan, Sadyr Zhaparov, describes the collaboration plans in regulatory consulting, infrastructure development and educational initiatives.
Support of Kyrguistan cryptography efforts
According to the official statementThe Association will focus on strengthening Kyrgyz’s technological infrastructure, improving the security of digital assets and supporting the training of local specialists in blockchain, cybersecurity and management of virtual assets.

Meanwhile, the NIA operates under the president of Kyrguistan and is responsible for attracting foreign investments and supporting international companies. The authorities said that collaboration with the former Binance chief intends to position Kyrgyzstan as a prospective digital economy and a potential leader in blockchain innovation in Central Asia.
Zhaparov said that this initiative opens “new horizons” for the development of digital technologies and will contribute to the sustainable growth of Kyrguistan’s economy.
The role of CZ
The MOU includes technical support provisions, professional consulting services and the launch of educational programs to create awareness and experience in fields related to Blockchain. As the global digital panorama continues to evolve, the Kirgie authorities are positioning the country to participate more actively in the digital economy and attract emerging technological investments.
The participation of CZ follows its departure from Binance at the end of 2023. Previously, he declared himself guilty of a money laundering charge in the United States and was sentenced in April from 2024 to four months in prison, which he completed in September. The former 48 -year executive then changed his approach to the broader commitment of the industry and advisory roles.
The timeline for the launch of specific initiatives under the agreement has not yet been announced, but both parties have indicated that the work will begin in the coming months.
